If a cosmetic contains water it must be resistant to microbial contamination. This is an essential part of EU Cosmetics Regulation 1223/2009/EC, which requires that the efficacy of the preservation of a cosmetic product has to be assessed experimentally to ensure microbial stability and preservation during storage and use. The 8th revision of the Scientific Committee on Consumer Safety (SCCS) notes of guidance for the testing of cosmetic substances and their safety evaluation are published as SCCS/1501/12 and these include guidelines on microbiological quality of the finished cosmetic product.
