Profile

Our story began in 1988, when CEO Gideon Elkayam founded Obelis with the vision of creating compliance for safer markets. Over the years, this vision has made us a leading center for regulatory services in Europe and beyond.
Today, we continue to support clients worldwide in navigating the regulatory maze, having worked with over 7,000 manufacturers from more than 90 countries in three decades.
Our Territories:
European Union
The European Union is a global leader in cosmetics, with over 450 million consumers and a strict regulatory framework under Cosmetics Regulation (EC) No 1223/2009. Companies must ensure product safety, responsible marketing, and accurate labeling to succeed in this market.
United Kingdom
The UK is a key player in the global cosmetics market, with high consumer expectations and a dynamic industry. Its UK Cosmetics Regulation mirrors many EU rules while adding specific requirements, such as appointing a UK Responsible Person (RP) and submitting product data via the SCPN portal.
United States
The U.S. is one of the world’s largest and most competitive cosmetics markets, offering major opportunities for domestic and international brands. Under the Modernization of Cosmetics Regulation Act (MoCRA) 2022, the FDA now requires facility registration, product listing, adverse event reporting, and strengthened safety substantiation.
Switzerland
Switzerland’s cosmetics market is well-established and highly regulated, with a strong reputation for quality and safety. While not an EU member, Swiss regulations closely mirror EU Cosmetics Regulation (EC) No 1223/2009, making compliance straightforward for brands familiar with the EU. Expert guidance ensures smooth market entry and adherence to local labeling, safety, and registration requirements.
Canada
Canada’s cosmetics market is known for safety, transparency, and consumer trust. Manufacturers must comply with Health Canada’s Food and Drugs Act and Cosmetic Regulations, meeting safety, labeling, and ingredient requirements before market entry. Key obligations include Cosmetic Notification Forms (CNF), bilingual labeling, and restrictions on certain substances.
Türkiye
The Turkish cosmetics and personal care market is fast-growing and strategically located between Europe, the Middle East, and Central Asia, offering strong opportunities for international brands. Local regulations, overseen by TİTCK, largely align with EU rules, making expert regulatory support essential for smooth market entry.
