Mayes, a nationally recognized attorney in municipal and project finance, has dedicated her career to serving Philadelphia and greater Pennsylvania through her work on countless public and private financing initiatives. She regularly provides counsel to large scale municipal infrastructure improvements and economic development initiatives in the Mid-Atlantic region.

Mayes is chair of Cozen O’Connor’s Public & Project Finance Practice, co-chair of the Business Law Department, and serves as a senior member of the firm’s board of directors
and management committee. Over her thirty-year career, Mayes has been a prominent role model and an advocate for women’s professional advancement. She founded the East Coast’s first public finance organization for women as well as served as president of The Forum of Executive Women, and has served on the boards of numerous organizations.

for-profit, and not-for-profit organizations and regularly provides legal financing guidance for complex local, county, and state initiatives. Mayes’ professional awards and honors are extensive and include, the Above & Beyond Award by City & State PA recognizing exceptional women in Pennsylvania, 2022; Philadelphia Lawyer of the Year for Public Finance Law by Best Lawyers in America, 2021; Freda Johnson Trailblazing Woman in Public Finance, by Bond Buyer’s, 2020; and the Philadelphia Business Journal’s Best of the Bar, 2018.
